INTRODUCE Ordinance No. 2011-14 to Exempt from the Merit System the classification
of Director of Patient Financial Services in Health Services, waive reading and fix August 9,
2011 for adoption.
FISCAL IMPACT:
There is no cost associated with the action to exempt classification.
BACKGROUND:
In accordance with the criteria outlined in Administrative Bulletin #430 – Establishing
Exempt Classifications, Health Services is requesting to exempt the Director of Patient
Financial Services classification. The request for exemption meets the criteria in that the
Director will have the maximum responsiveness for the administration of Health Services
patient financial services division, including the development and implementation of
policies and procedures to ensure compliance with Federal, State and private insurance
patient billing regulations, and revenue collection services. Director will have
administrative oversight of the Health Services Patient

BACKGROUND: (CONT'D)
Financial Counseling, Patient Accounting, Patient Registration operations in order to
manage, budget, and maximize Federal, State, and private insurance cash reimbursements
and revenue collections. The Director will report directly to the Chief Financial
Officer/Chief Operating Officer of the Health Services. County Counsel has amended
Ordinance 33-5.313 as required for exempting this classification, pending Board approval.
CONSEQUENCE OF NEGATIVE ACTION:
The classification will not be properly identified and will be subject to the Merit System.

Not Applicable.
