By unanimous vote the Board accepted new material under the 24 Hours Exception provision of the Better
Government Ordinance : emails received on the matter to be discussed and alternative (revised) Map 17 known as
Map 17d submitted by Supervisor Glover.

Following further discussion, the Board CONTINUED consideration of Redistricting Map Proposals 15, 16, 17 and
17d to July 26, 2011 at 1:00 p.m.
D. 5 CONSIDER reports of Board members.
Supervisor Uilkema provided an email from The Contra Costa County Fire Protection District Chief, Daryl Louder
regarding fiscal and service level concerns of the District resulting in part from activities in other districts and cities,
including but not limited to the impacts of the closure of Station 74 in Pinole, informal discussions with the City of
Brentwood about forming its own department, and a ballot measure for a special tax.
By unanimous vote this matter is REFERRED to the Public Protection Committee. The Committee next meets on
August 1, 2011.
As requested by Supervisor Piepho, Clerk of the Board will forward the email to LAFCO.
8.D. 6 Informal UPDATE on pending state and federal legislation. (David Twa, County Administrator)
Contra Costa County Administrator, Mr. David Twa, reported the State did adopt the proposed budget; however, there
are no changes required to be made to the County budget at this time. The County Administrator's office will
continue to follow relevant legislative items.

Rollie Katz, Public Employees' Union Local One, requested that the contract be approved for a six-month period to
allow Labor to further review its costs and staffing practices.
Dr. Walker noted that the contract achieved cost savings, and explained that in 2007 the County's accreditation was
endangered because it was unable to recruit and retain enough psychiatrists to meet legal staffing requirements in
the psychological unit, making it a necessity to contract for these services. He noted that since that time, Contra Costa
has received acclaim for the quality of its services in this area. He further noted that this contract locks in rates for
three years at less than it would cost the county to hire individuals. Dr. Walker stated he was agreeable to meeting
with Local One regarding this matter.
