In order to meet this mandate, federal funds have been allocated to Head Start grantees across the country. In Contra Costa County, the funds have been utilized to develop training assistance programs to support County early education teachers in their pursuit of associate and baccalaureate degrees. The Department needs the flexibility afforded by a waiver of County Administrative Bulletin 112.9 wherein the Department may make direct payments to colleges to support County staff enrollment in the required courses. Granting this flexibility will allow for the payments to be paid directly to the colleges and universities via purchase order requests or procurement card. Funding for this program is provided by Head Start and Early Head Start program grants. The grant dollars are available for all CSB staff enrolled in courses that lead to the completion of a degree in higher education. If approved, this action will authorize the Auditor Controller to pay costs associated with the Teacher Degree Program to colleges and universities in advance of course completion. These costs are to include registration, tuition, and books approved by the Employment and Human Services Director, or designee. CONSEQUENCE OF NEGATIVE ACTION: Department efforts to meet federal mandate regarding Head Start teaching staff credentials would be hampered. CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department’s Head Start program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
