RECOMMENDATION
Accept this report in response to the Board of Supervisors
September 10, 1985 request for review of the Community Services
Administration evaluation process.
BACKGROUND/REASONS FOR RECOMMENDATION
At the Board of Supervisors September 10, 1985 meeting, Supervisor
Torlakson advised that it was brought to his attention at a meeting of the
Pittsburg Area Council that four evaluation processes are required of each
delegate agencies receiving Community Services block grant funds. A number
of representatives from the delegate agencies complained that the evalua-
tion process was a waste of time and that in the midst of their dedicated
efforts to continue to deliver services in view of declining resources,
that such an elaborate evaluation process seemed unwarranted. It was
requested that this evaluation process by the Community Services Depart-
ment and County Administrator ' s Office to determine if this process could
be streamlined.
This matter was reviewed with the Community Services Director. She advised
that it is a State requirement that the evaluation be completed on a
quarterly basis. However, the Director did advise that the State agency is
currently in the process of revising the evaluation forms. In addition,
the State Regional representative will be in Contra Costa County in early
November to conduct a monitoring visit and the Community Services Director
will discuss with the our regional representative the feasibility of
reducing the frequency for the evaluation form.
In addition to exploring the feasibility of streamlining the evaluation
process, the department is exploring with the Economic Opportunity Council
and Area Councils options for streamlining the meeting and committee
process. As per the Board of Supervisors' September 10, 1985 request, a
report is due back on this matter in Mid-January, 1986 .

SUBJECT: UPDATE ON REVIEW OF COMMUNITY SERVICES SYSTEM
AND ESTABLISHMENT OF PRIORITIES FOR 1986
Background:
Your Board directed me on September 10, 1985, to undertake a survey on
ways of streamlining grass roots participation and on the process of
redirecting funding from this activity into direct services.
These and other issues were discussed at the September 21 , 1985, work-
shop where Delegate Agency staff, Area Council members and Economic
Opportunity Council members and staff engaged in dialogue.
There is an expressed willingness on the part of the volunteers to reduce
the number of meetings and also to reduce and/or eliminate the stipends
while keeping mileage.
The survey will be conducted in October and you will get a report.
Several issues were raised in the memo as to the future of the Community
Services Block Grant and the funding levels , etc.
This memo is to provide new information on the process and to solicit
any front end advice you may have on priority focusing for 1986. I am
enclosing the orange covered CSBG 1986 Plan which prices out at $576,700.
The projected CSBG share for 1986 will be in the $420,000 range with the
addition of any carryover we are able to save. I project the Carryover
Balance to be in the $20,000 to $25,000 range, giving a total of $445,000
for 1986 compared to a $552,000 budget for 1985.
Priorities will have to be established to fit the projected State allocation
by November 15-19, 1985. New contracts are scheduled to be available by
the first week in December. We were officially advised on September 21 ,
1985, that this year, for the first time, we will be allowed to use carryover
dollars in January by extending the final date of the existing contract so
that any savings we have can be immediately utilized by the direct service
network. It is my intention to economize even more in this last quarter
of 1985 in order to carry forward as much as possible for next year when
we will experience the last of the basic grant reductions based on the
1980 census and the readjustment of the formula.

At the Federal level , the Block Grant has been able to garner both
Cemocratic and Republican support and and barring the unforeseen, it
is expected to be frozen at the 1985 level or to receive a modest
increase.
