HomeMy WebLinkAboutMINUTES - 07262011 - C.79RECOMMENDATION(S): APPROVE and AUTHORIZE the Treasurer-Tax Collector, or designee, to execute a service agreement with Central Valley Presort, Inc in an amount not to exceed $286,922 for Tax Bill Preparation, Printing and Mailing Services for the period July 1, 2011 to June 30, 2012, as recommended by the Treasurer-Tax Collector. FISCAL IMPACT: The total cost is approximately $286,922 for one year which consists of $89,822.00 for the bill preparation, printing, stuffing and sorting, and $197,100 for United States Postage charges. For FY 11-12 the Treasurer-Tax Collector's Office has budgeted $310,000 for these services resulting in a savings of approximately $23,000. Additionally, having one service agreement for all tax bill related activities will create operational efficiencies within the department. Because of the fiscal challenges facing the County, the Office recently conducted a search for less expensive alternatives for printing and mailing the bills. They found Central Valley Presort, Inc. (Presort) provided all the services needed in one vendor and at a much lower cost. Presort is highly recommended by at least fifteen other California County Treasurer-Tax Collectors, including Kern County. Kern County is comparable in size to Contra Costa County and their tax billing needs are are similar as well. After an extensive search and review, Kern County elected to contract with Presort. Rather than duplicating the process, the Treasurer-Tax Collector is recommending that Contra Costa County piggyback on Kern County's Contract (see attachment). CONSEQUENCE OF NEGATIVE ACTION: If this Board Order is not approved, the Treasurer-Tax Collector's office will be operating at a higher cost to print, prepare and mail the County Tax Bills.
