APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Sheriff-Coroner, to
execute a change to a purchase order with Applied Biosystems to extend the effective date
and increase the payment limit by $55,000 to a new payment limit of $150,000, for
chemicals and related products for DNA applications, as needed, for the period September
1, 2009 through June 30, 2012.
FISCAL IMPACT:
$150,000. 100% County General Fund; Budgeted in fiscal year 2011/12.
BACKGROUND:
The Forensic Services Division provides DNA typing services to all law enforcement
agencies in the county. The ABI 3130 genetic analyzer from Applied Biosystems is an
established piece of equipment in the forensic community in performing PCR-STR analysis.
It will augment existing capabilities by being able to provide DNA typing results faster. The
ABI 3130 Genetic Analyzer utilizes the DNA typing kits currently being used in the
Forensic Biology Unit. It also utilizes

a four-capillary array that greatly increases throughput over the Forensic Services Division
existing one-capillary genetic analyzers. The higher throughput of the four-capillary array
will help turn around DNA casework faster, providing investigators with DNA results
sooner, and help eliminate the existing backlog of DNA casework.
