APPROVE and AUTHORIZE the Agricultural Commissioner, or his designee to execute a
Grant Contract Agreement between the Department of Agriculture and the California
Association of Resource Conservation Districts in the amount of $10,890.00 for the period
of June 1, 2011 through December 31, 2011 for noxious invasive weed management
services as required by the Bay Area Early Detection Network.
FISCAL IMPACT:
The Department will be reimbursed for time and materials not to exceed $10,890.00 by the
California Association of Resource Conservation Districts.
BACKGROUND:
Contra Costa County Department of Agriculture, in coordination with the Bay Area Early
Detection Rapid Response Coordinator, will treat priority Contra Costa County populations
of certain designated noxious weeds, including Russian knapweed (Acroptilon repens),
purple loosestrife (Lythrum salicaria), red sesbania (Sesbania punicea) and castor bean
(Ricinus communis). Treatment will be using integrated vegetation management techniques
that include hand removal, mechanical

methods and spot herbicide treatment as appropriate.
This is in line with pest management activities that are performed by the Department. All
infestations are incipient and, with the exception of castor bean, have been treated by the
Department for the eight plus years in an effort to stop their spread which would result in
harm to agriculture and cause harmful changes to the natural environment of Contra Costa
County. Continuing survey, monitoring and treatment of known infestation sites is
necessary to deplete the seed bank that remains in the soil with the eventual goal to
eradicate the presence of these species in the county. Depending on the noxious weed
species this seed bank can last for ten to twenty-five years or more generally with a steady
but gradual decline.
CONSEQUENCE OF NEGATIVE ACTION:
A negative action would cause a loss in revenue for the Department.
