ADOPT Position Adjustment Resolution No. 20938 to add one (1) Animal Center
Technician (BJWC) (represented) position at salary schedule QA5 1041 ($2995.05 -
$3640.51) and one (1) Registered Veterinary Technician (BKVA) (represented) at salary
level QA5 1116 ($3225.93 - $4539.21) in the Animal Services Department
FISCAL IMPACT:
This proposed action is necessitated by the Board of Supervisors approval of the Spay &
Neuter and Micro chipping Ordinances services on May 17, 2011.
The addition of these positions will result in an annual cost of $156,975. Including pension
costs of approximately $40,000.
Funding for these two positions will come from Spay & Neuter and Humane Services fees
of 60.27% and 20.65% respectively, with the balance of 19.08% coming from the County
General Fund.

Subject:P-300 # 20938 Add one Animal Center Technician and one Registered Veterinary Technician in the Animal
Services Department
BACKGROUND:
On May 17, 2011 the Board of Supervisors adopted Ordinance No. 2011-08 and
2011-09. Ordinance No.2011-08 requires, after two impoundments, the spaying or
neutering of an impounded dog before it can be returned to the pet owner; Ordinance No.
2011-09, requires the microchipping of all impounded dogs and cats.
Both Ordinances will become effective June 17, 2011.
The department currently does not have the staff resources required to implement new the
Ordinances. In order to comply with and enforce the new ordinances the Animal Services
Department will need an additional Animal Center Technician and Registered Veterinary
Technician.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to add and fill these two positions will jeopardize the Department's ability to
adequately enforce both Ordinances due to a lack of staffing.
