Uilkema as the Board of Supervisors' representative on the Bay Area Regional Interoperable Communications System (BayRICS) Authority, as recommended by the Chair of the Board. APPOINT Supervisor Federal D. Glover as the Board of Supervisors' Alternate representative on the Area Regional Interoperable Communications System (BayRICS) Authority, as recommended by the Chair of the Board. ADOPT Resolution No. 2011/295 appointing Supervisor Gayle B. Uilkema to a seat on the BayRICS Authority and Supervisor Federal D. Glover to the Board of Supervisors' Alternate seat on the BayRICS Authority and including these appointments in the Master List of appointments of Board members and other individuals to serve on Board committees, special county committees, and regional boards/ committees/commissions for 2011. (Attachments I and II .) FISCAL IMPACT: No impact to the County from this action. BayRICS is composed of the 10 Bay Area counties and several cities. The BayRICS participants wish to form a Joint Powers Authority (JPA) to address the challenges of sustaining and managing shared interoperability assets and enhancing the effectiveness of public safety communications systems. The BayRICS Authority (Authority) will oversee and implement the next phase of the strategic plan to create a technologically advanced voice and data interoperability system throughout the Bay Area region. Membership in the BayRICS Authority will provide representation for the County to ensure that the UASI (Urban Area Security Initiative) funding allocation for Contra Costa County is commensurate with other counties or regional groups. As a member of the BayRICS Authority, Contra Costa County will continue to develop and implement mission-critical interoperable communications for public safety. BayRICS will enable first responders to proactively respond and recover more efficiently and effectively to major intentional or natural events. At its June 28, 2011 meeting, the Board of Supervisors considered and approved County membership in the Bay Area Regional Interoperable Communications System (BayRICS) Authority and appointed Supervisor Gayle B. Uilkema as the Board of Supervisors' representative and Supervisor Federal D. Glover as the Alternate representative to the Authority. According to the policies and procedures adopted by the Board pertaining to Board member appointments, the Chair of the Board makes recommendations regarding appointments, and the Board of Supervisors must adopt a Master Resolution with a complete roster of all appointments whenever terms expire or new appointments are made. This Board Order and Resolution effectuates those policies and procedures for these appointments. CONSEQUENCE OF NEGATIVE ACTION: The Board of Supervisors would not have an updated roster and resolution including these appointments. ATTACHMENTS Resolution No. 2011/295 Board Assignment Roster
