APPOINT the following individual to the District IV seat on the Economic Opportunity
Council to a two year term from July 1, 2011 to June 30, 2013, as recommended by
Supervisor Mitchoff:

BACKGROUND:
The Economic Opportunity Council was established on January 16, 1965. It is the federally
designated Community Action Program oversight council in Contra Costa County. It is
charged with the mission of working jointly with the Community Services Bureau in

BACKGROUND: (CONT'D)
Community Action Plan that guides the use of Community Services Block Grant Funds.
It is made up of 15 members - five from the low-income community, five from private
sector community organizations and business people, and five members of the Board of
Supervisors who can either serve on the Council or choose to appoint designee's on their
behalf.
Supervisor Mitchoff issued a press release advertising this vacancy. After reviewing all
applicants, she selected Ms. Christine Soto Sevier to fill the District IV Seat.
CONSEQUENCE OF NEGATIVE ACTION:
The District IV Seat of the Economic Opportunity Council would remain vacant.
CHILDREN'S IMPACT STATEMENT:
