APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a
Consulting Services Agreement with Nolte Associates, Inc. ("Nolte"), in an amount not to
exceed $146,642.00, for construction management services for the Montalvin Manor
Pedestrian & Transportation Access Improvements project, Montalvin Manor area. (Project
No. 4660-6X4109)
FISCAL IMPACT:
There is no impact to the General Fund. This project, including the contract for construction
management services, is funded by RDA, TDA, and Federal funding (42.5% RDA Funds,
22.5% Prop 1B , 17.0% STIP-TE Funds (Fed) , 12.4% MTC CMQA (SRTS) Funds, 3.3%
TDA Grants, and 2.3% CDBG)
BACKGROUND:
The Montalvin Manor Pedestrian & Transportation Access Improvements project consists of
pavement widening for a Class II bike lane and installation of a 5-foot concrete sidewalk on
the west side of San Pablo Avenue and the north side of Kay Road including drainage
systems,

BACKGROUND: (CONT'D)
traffic signal poles, precast concrete fence, segmental retaining walls, bus shelters and
pads, curb ramp upgrades, grinding pavement, traffic signal modification, signing,
striping, and pavement markings.
Construction management services are required for the construction phase of the project.
Through a qualifications solicitation and interview process, Nolte was determined to be
the best-qualified firm to provide the construction management services for this project.
Staff recommends that a contract for construction management services, in an amount not
to exceed $146,642 be awarded to Nolte.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors' approval, a delay in the construction management of the
Montalvin Manor Pedestrian & Transportation Access Improvements project will occur,
potentially affecting the completion of the project. Project delay may also result in loss of
federal funding.
CHILDREN'S IMPACT STATEMENT:
