APPROVE and AUTHORIZE the Risk Manager to execute a contract with Environmental
and Occupational Risk Management, Inc. to provide professional on-site environmental
health and safety consulting support effective July 1, 2011 through June 30, 2012 in an
amount not to exceed $518,600.
FISCAL IMPACT:
Costs will be funded 72% through the Workers’ Compensation Internal Service Funds and
28% through charges to user departments.
BACKGROUND:
Environmental and Occupational Risk Management, Inc. is a consulting firm consisting of
staff possessing specialized technical skills in areas such as indoor air quality, infectious
disease control, industrial hygiene as well as general and environmental compliance.
Consulting services have assisted in dealing with Occupational Safety Health
Administration (OSHA) compliance inspections and responses on behalf of our departments.
Safety specialists assist with: facility and program assessments requested

BACKGROUND: (CONT'D)
by specific departments, as well as ergonomic and air quality investigations; development
and distribution of federal and state required safety and training tools; continual training
of loss control coordinators; implementation of safety/loss control programs for
Departments; responses to Department requests regarding research and interpretation of
federal, state and local health and safety regulations; and on-site First Aid/CPR/AED
Training for County employees. This firm has agreed to provide services to the County at
a 7% reduction of its 2009 billing rates.
CONSEQUENCE OF NEGATIVE ACTION:
County will not be able to ensure it meets Cal-OSHA regulatory requirements.
