Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #24–920–16 with Fred Finch Children’s
Home, a non-profit corporation, effective February 2, 2011, to amend Contract #24-920-15,
to increase the payment limit by $40,833, from $60,000 to a new payment limit of
$100,833, with no change in the original term of July 1, 2010 through June 30, 2011 and no
change in the six-month automatic extension through December 31, 2011, in an amount not
to exceed $30,000.
FISCAL IMPACT:
This amendment is funded 62% by Federal Medi-Cal FFP, and 38% by State Early and
Periodic Screening, Diagnosis, and Treatment. (No rate increase)
BACKGROUND:
In March 2011 County Administrator approved and Purchasing Services Manager executed
Contract #24-920-15 with Fred Finch Children’s Home, Inc. (dba Fred Finch Youth Center)
for the period from July 1, 2010 through June 30, 2011 which included a six-month
automatic

BACKGROUND: (CONT'D)
extension through December 31, 2011, for the provision of day treatment and mental health
services for Seriously Emotionally Disturbed children.
Approval of Contract Amendment Agreement #24-920-16 will allow the Contractor to
provide additional services through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, day treatment and mental health services for Seriously
Emotionally Disturbed children will not be provided to county residents.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
