SUBJECT: CDBG APPLICATION - MODERNIZATION FUNDS FOR BAYO VISTA
I. RECOMMENDED ACTION:
Authorize the Executive Director of the Housing Authority of the County of
Contra Costa to submit an application to the CDBG program for $300,000 in
modernization funds for Bayo Vista, CAL 11-10, Rodeo and include in the 1985/86 mid-
year Operating Budget and Reserves of the Housing Authority an expected expenditure
of $300,000 in matching funds to complete modernization work at Bayo Vista, as recom-
mended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funding to complete the modernization work at Bayo Vista has not been budgeted,
however, the Housing Authority would submit an application requesting $300,000 in CDBG
funds fromm the Community Development Block Grant Program and the Housing Authority
budget revision for the Fiscal Year 1985/86 Operating Budget and Reserves would
include an expected expenditure of $300,000 in matching funds to complete the
modernization work at Bayo Vista, CAL 11-10, Rodeo.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Modernization planning for Bayo Vista, CAL 11-10, Rodeo began in the 1983
Comprehensive Improvement Assistance Program with an allocation of $250,000 from the
U. S. Department of Housing and Urban Development (HUD). In the 1984 Comprehensive
Improvement Assistance Program, HUD allocated 3,700,000 to begin the first phase of
improvements at Bayo Vista.
On August 20, 1985 the Board of Commissioners approved submission of the
Federal Fiscal Year 1985 Comprehensive Improvement Assistance Program final
application requesting $3,500,000 in modernization funds for Bayo Vista. We have
been informally advised that HUD is willing to make a $3,500,000 commitment with the
condition that the Housing Authority assure them all of the remaining apartments at
Bayo Vista will be modernized within the $3,500,000 contract period. Housing
Authority staff estimates it will take an additional $600,000 to meet this condition.
In order to comply with HUD' s condition, and not jeopardize the $3,500,000
modernization funding for Bayo Vista, Housing Authority staff recommends that a
funding application for $300,000 be submitted to the Community Development Block

Grant Program (CDBG) for modernization funding for Bayo Vista. The modernization
work at Bayo Vista is an eligible CDBG work item, and the application must be
submitted by October 4, 1985.
Housing Authority staff has talked with the Community Development Department,
which oversees the CDBG program, to see if they would support a Housing Authority
application for $300,000 and has received assurance that such an application would be
supported by the Community Development Department staff. if the Housing Authority
provides the 50% matching funds of $300,000 needed to complete the estimated $600,000
in remaining work. With $300,000 in CDBG funds and $300,000 in Housing Authority
funds, the Housing Authority could assure HUD that $600,000 in local funds would be
available to complete the modernization work at Bayo Vista.
On Monday, September 16, 1985, the Advisory Housing Commission voted to
recommend authorizing the Executive Director to submit an application to the CDBG
program for $300,000 in modernization funds for Bayo Vista and to include an expected
expenditure of $300,000 in the 1985/86 mid-year Operating Budget and Reserves of the
Housing Authority.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve submission of an
application for $300,000 in Community Development Block Grant Program funds and
revision of the 1985/86 to reflect expected expenditures of $300,000 to be used to
complete the modernization work at Bayo Vista, the $3,500,000 in Comprehensive
Improvement Assistance Program funds from the Department of Housing and Urban
Development (HUD) would be jeopardized. Additionally, the Board of Commissioners
would be adopting a posture contrary to its position of providing decent, safe and
sanitary housing for low-income families.

SUBJECT: REQUEST TO SUBMIT APPLICATION FOR CONTINUED CDBG FUNDING OF THE
RENTAL REHABILITATION AND SECOND UNIT PROGRAMS
I. RECOMMENDED ACTION:
Authorize the Executive Director to submit an application for Community
Development Block Grant (CDBG) funding in the amount of $175,000 to continue the
Rental Rehabilition and Second Unit Programs and authorize the Executive Director to
execute forms necessary for this application.
II. FINANCIAL IMPACT:
The $175,000 requested in the attached CDBG application is necessary to cover
the administration and actual implementation costs of the Rental Rehabilitation and
Second Unit Programs. Under the Department of Housing and Urban Development
Rehabilitation Program (HUD) there is no allowance to cover administrative or
implementation costs. Without the $175,000 in CDBG funding, the continuation of
these established, successful programs would be jeopardized.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority was successful in obtaining funding from last year's CDBG
allocation to implement a Rental Rehabilitation Program. The 1985-86 $265,471 CDBG
allocation made it possible to accomplish the following:
1. The Housing Rehabilitation Coordinator has developed policy and procedure
guidelines for the implementation of the Rental Rehabilitation Programs.
2. HUD's allocation of $168,200 of funds and the allocation of 32 Section 8
Certificates and 13 Housing Vouchers with annual contributions of $258,120
for the implementation of the Rental Rehabilitation Program. (Round I)
3. The continuation of a County-sponsored Rental Rehabilitation program which
operates in areas excluded by the HUD Rental Rehabilitation Program.
4. HUD's preliminary approval of an additional $159,000 of direct funds from
the Rental Rehabilitation Program (Round II) and the allocation of 43
vouchers with annual contributions of $238,822 to be used in conjunction
with the program.

5. A direct allocation of $62,500 from the San Francisco Foundation for the
establishment of a Second Unit Program. Also called DUO, for Double Unit
Opportunity. This program will be administered in conjunction with the
non-profit group, San Francisco Development Fund.
The DUO program has received excellent publicity generating a number of
applicants with potential second unit proposals. In order to continue the
implementation of this program, the County has targeted a matching fund of $62,500.00
out of the CDBG Rental Rehabilitation Program. The Second Unit Program will be
administered by the Housing Authority Development Department and will be under the
jurisdiction of the Rehabilitation Coordinator.
In order to establish continuity, it is important that additional funding be
allocated and the County's Community Development Department has suggested that the
Housing Authority request funding to continue the administration of these Programs
from CDBG.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve submission of an
application for $175,000 in Community Development Block Grant Program funds , the
Rental Rehabilitation and the Second Unit (DUO) Programs would be severely
jeopardized and funding would not be available to administer the Programs.
Additionally, the Board of Commissioners would be adopting a posture contrary to its
position of providing decent, safe and sanitary housing for low-income families.
