APPROVE AND AUTHORIZE the Purchasing Agent, on behalf of the Health Services
Department to execute, a Purchase Order with Structured Communications Inc. in the
amount of $1,792,374.33 for the installation, license, and hardware necessary to install the
Citrix product required for the Epic electronic health record (EHR) implementation at the
Contra Costa Regional Medical Center and Health Centers.
FISCAL IMPACT:
Funding for this initiative is fully paid for from the Medicare & Medicaid Electronic Health
Records (EHR) Incentive Program of the American Recovery & Reinvestment Act
(ARRA). The Medical Center and Medical Center Employed physicians are each entitled to
the Incentive Payments upon meeting the EHR Meaningful Use requirements.
BACKGROUND:
The Epic EHR system requires a significant amount of network capacity to operate. Due to
this, Epic strongly recommends the use of the Citrix Terminal Services for all their
customers of our size. By using Citrix, each user logs onto a server hosting the application
in the data center, therefore only the screen refreshes and key strokes are transmitted,

reducing the network bandwidth necessary. In addition, the use of Citrix will enhance the
level of security and reduce the resources necessary to manage and support the desktop
environment.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the amount of network traffic created by Epic will create
system slowness and impede the efficiency of the Contra Costa Regional Medical Center
and Health Center physicians and clinical staff. It will also increase the information
technology resources necessary to support the Epic product.
