SUBJECT: AGREEMENT ON SCHOOL STREET EXTENSION
I. RECOMMENDED ACTION:
Approve agreement with the Redevelopment Agency of. the City of Pittsburg
concerning the opening of School Street between Chester Drive and Teatro Avenue in
CAL 11-5, El Pueblo, Pittsburg, authorize execution of the agreement by the
Chairwoman of the Board of Commissioners and direct the Executive Director of the
Housing Authority to use funds from the Housing Authority's Local Management Fund to
pay the Housing Authority's 50% share of funding this project, as recommended by the
Advisory Housing Commission.
II. FINANCIAL IMPACT:
The Housing Authority's estimated share in the cost of opening School Street is
estimated at $34,250.00. On June 26, 1984, the Board of Commissioners approved
negotiations with the City of Pittsburg allowing the Housing Authority to share the
cost of opening School Street with the City of Pittsburg on a 50-50 basis, funds
have been set aside in the Local Management Fund.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On April 24, 1984 the Board of Commissioners adopted Resolution No. 3419
requesting that the City of Pittsburg open School Street into El Pueblo. On June 26,
1984 the Board of Commissioners forwarded a letter to the City of Pittsburg outlining
its position with regard to the opening of School Street and offering to share the
cost on a 50-50 basis.
This project would help diminish the isolation of the El Pueblo community from
the surrounding neighborhood, affording easy access to El Pueblo by the Police
Department, Fire Department and other emergency vehicles. Additionally, it is
anticipated that security problems experienced in E1 Pueblo, due to its relative
isolation, would be partially alleviated. The Pittsburg Police Department fully
supports this project, as does the El Pueblo Tenant Council .
Attached for execution by the Chairwoman is an agreement between the
Redevelopment Agency of the City of Pittsburg and the Housing Authority of the County

of Contra Costa. The agreement describes the responsibility of both the City and the
Housing Authority in regard to the work on the School Street Extension Project and
estimates that the cost to the Housing Authority will be $34,250.00.
At its Regular Meeting on Monday, September 16, 1985, the Advisory Housing
Commission voted to recommend approval of the agreement with the Redevelopment Agency
of the City of Pittsburg, with execution of the agreement by the Chair of the Board
of Commissioners, and the further recommendation that the Executive Director of the
Housing Authority be authorized to use funds from the Local Management Fund to pay
for the Housing Authority's 50% share in the funding of this project.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not provide $34,250.00 as its 50%
share in the funding of the School Street Extension Project the City of Pittsburg
would be unable to proceed with the extension of School Street into El Pueblo,
thereby limiting access to the housing development by the Police and Fire Departments
and other emergency vehicles. Additionally, the Board of Commissioners would be
adopting a posture contrary to its position of providing decent, safe and sanitary
housing.
