Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Standard Agreement #29-441-34 (State #10-70035-000), with the State
Department of Mental Health, to pay the County an amount not to exceed $1,403,154, for
the Mental Health Conditional Release Program, for the period from July 1, 2010 through
June 30, 2011.
FISCAL IMPACT:
Approval of this agreement will result in an amount not to exceed $1,403,154, of funding
from the State for the Conditional Release Program, through June 30, 2011. No County
match is required.
BACKGROUND:
On August 25, 2009, the Board of Supervisors approved Standard Agreement #29-441-33,
with the State Department of Mental Health for the Conditional Release Program
(CONREP), for the period from July 1, 2009 through June 30, 2010. This agreement
provided monies in which the County subcontracts with community-based organizations
and a number of board and care homes to provide

BACKGROUND: (CONT'D)
CONREP services to judicially committed patients.
Approval of this Standard Agreement #29-441-34 will provide funding to the County for
continuation of the CONREP services through June 30, 2011, including agreeing to
indemnify and hold harmless the State for claims arising out of County’s performance under
this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the County will not receive the funds to support treatment to
the CONREP program and the community-based organizations, including a number of
board and care homes to provide CONREP services to judicially committed patients.
