ATTESTED: July 12, 2011 David Twa, BY:June McHuen , Deputy RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 20952 to add one (1) EHS Division Manager - Administrative Services (XADD) (represented) position at salary level ZA2 1841 ($6,813-$8,301) and cancel one (1) Social Service Fraud Prevention Manager (XAGA) (represented) position #4900 in the Employment and Human Services Department. FISCAL IMPACT: There will be an increase in County costs for this position relative to the EHS Fraud Prevention Manager position of $418 that is being replaced/exchanged. (1) EHS Division Manager Total Annual Cost = $ 164,360 FISCAL IMPACT: (CONT'D) Net County Cost (10%) = $ 16,436 Source of Funding: 44% Federal, 46% State, 10% County (2) Social Services Fraud Preention Manager = $160,188 Net County Cost (10%) = $16,109 Source of Funding BACKGROUND: The department is mandated to identify and investigate welfare fraud, calculate overpayments and work with law enforcement and the DA to investigate and prosecute welfare fraud. This manager oversees a staff of Senior Welfare Fraud Investigators and Eligibility Workers that calculate overpayments, CLETS clearances for several organizations, and Collections. These are functions that are critical to the department. The previous incumbent retired effective December 31, 2010. Using the same classification for the SS Fraud Prevention Manager position as other mid-manager positions opens up the opportunity to consider organizational consolidations as we begin to experience an increasing number of retirements from the Division Manager class. REQUESTED ACTION: The department requests to add and fill one (1) EHS Division Manager – Administrative Services (XADD) at a salary level of $8301 and Cancel one (1) SS Fraud Prevention Manager (XAGA) at a salary level of $8090. II. BACKGROUND AND JUSTIFICATION FOR REQUEST: The department is mandated to identify and investigate welfare fraud, calculate overpayments and work with law enforcement and the DA to investigate and prosecute welfare fraud. County costs will increase by $417 per month or $5,004/ year. 2 CALCULATION OF COSTS (1) EHS Division Manager – Step 9 ($ 8,301 + 65% benefits) = $13,697 Total Annual Cost ($ 8,301 + 65% x 12) = $ 164,360 Net County Cost (10%) = $ 16,436 Source of Funding: 44% Federal, 46% State, 10% County (2) Social Services Fraud Prevention Manager (8,090.32 + 65% benefits) = $13,349 Total Annual Cost ($ 8,090.32 + 65% x 12) = $160,188 Net County Cost (10%) = $ 16,019 IV.
