FISCAL IMPACT: The ACD Coordinator I position is eligible to time study to Medi-Cal and would be 100% funded. An Eligibility Work Supervisor vacant position will be cancelled. It is a not a revenue driver position and the salary if filled would be allocated over the pool. In 2008/09 the MCSC experienced dramatic loss of clerical staff due to county budget reductions and layoffs. It has never recovered from the reduction of clerical staff and has relied on agency temporaries to keep the workflow manageable. The continual use of agency temporaries is not an ongoing option. In addition, MCSC is also changing its business practice for customer care and case maintenance which will require additional tech help due to an increase in the number of Medi-Cal eligibility staff assigned to the phones and the on-going training that will be required for the day to day call center operations. Also research is underway to determine a similar call center system for intake for application processing efficiencies and an increase in customer service with a decrease in reliance on clerical staffing. The Department has determined to meet these needs that it is necessary to add one 40/40 Automated Call Distribution (ACD) Coordinator and will cancel one vacant EW Supervisor I position 4897. A new position at this level is needed because of the requirements for expertise in broad based technical, operational, programming and analytical problem solving support for the Call Center systems and end-user support processes. The job duties for this position will consult with and advise program management and administrative staff on call center systems. They will be responding to any technical incoming repair requests and help with appropriate infrastructure and other hardware/software additions or changes, day to day support of the system and training CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Department and MCSC will be unable to meet the critical need to continue managing and processing the Medi-Cal customer care and case maintenance workflow in a timely manner, which could cause costly federal and state sanctions and penalties.
