APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a
Consulting Services Agreement with Caltrop Corporation, in an amount not to exceed
$129,985, for construction management services for the Alhambra Valley Road Safety and
Bicycle Facility Improvement Project – East of Castro Ranch Road project, for the period of
July 12, 2011 through January 31, 2012, Martinez area. Project No. 0662-6R4095
FISCAL IMPACT:
This Consulting Services Agreement is funded by Federal funding and Local Road Funds
(56% Proposition 1B Funds, 40% Federal High Risk Rural Road Funds and 4% Local Road
Funds).
BACKGROUND:
This project is to widen and realign an approximately 1,000 foot section of Alhambra Valley
Road. This work includes roadway excavation and reconstruction, excavation slopes,
drainage swales and inlets, pipe culvert replacement, rock slope protection, removal of
guardrail and existing roadway, and traffic signing and striping. This project begins
approximately 4,600 feet

BACKGROUND: (CONT'D)
east of Castro Ranch Road.
Construction management services are required for the construction phase of the
Alhambra Valley Road Safety and Bicycle Facility Improvement – East of Castro Ranch
Road project. Caltrop Corporation was selected to provide these services after completing
a request for qualifications solicitation and interview process.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors' approval, this Consulting Services Agreement will not be
in effect. A delay in the construction management of Alhambra Valley Road Safety and
Bicycle Facility Improvement Project – East of Castro Ranch Road project will occur,
ultimately delaying the completion of the project. Project delay may result in loss of
federal funding.
