ATTESTED: July 12, 2011 David Twa, BY:June McHuen , Deputy RECOMMENDATION(S): APPROVE the Deer Valley Road Shoulder Widening Project and AUTHORIZE the Public Works Director, or designee, to advertise the project [DCD-CP#08-43] Project No.: 0662-6R4099, and FIND on the basis of the Initial Study and Mitigated Negative Declaration and all comments and responses therein that there is no substantial evidence that the project will have a significant effect on the environment, and RECOMMENDATION(S): (CONT'D) ADOPT the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Plan in compliance with the California Environmental Quality Act (CEQA) (the custodian of which is the Department of Conservation and Development Director who is located at 651 Pine Street, Martinez), and DIRECT the Director of Conservation and Development to file a Notice of Determination with the County Clerk, and AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to Conservation and Development for processing, a $50 fee to the County Clerk for filing the Notice of Determination, and payment of $2,044.00 for California Department of Fish and Game fees. FISCAL IMPACT: This project is funded by 60.5% Prop.1B funds, 34% Federal HR3 Funds, and 5.5% Gas Tax. The total project cost is estimated $1,636,000.00. BACKGROUND: The purpose of this project is to improve two sections of Deer Valley Road, an existing arterial route in eastern Contra Costa County. The improvements to Deer Valley Road will provide wider recovery areas, and greater sight distances for drivers. The first section (Location 1) begins at the intersection of Deer Valley Road and Marsh Creek Road and ends approximately 140 feet south of the bridge that crosses Marsh Creek. The second section (Location 2) is along a reversing curve beginning 2,100 feet north of the Deer Valley Road and Marsh Creek Road intersection and ending 3,200 feet north of the same intersection. Both locations will include widening lanes from 10 foot wide to 12 foot wide with 6 foot paved shoulders and 2 feet of shoulder backing on both sides. Curve warning signage will be installed as needed to increase safety along the two project locations and Class II bike lanes will be established at both locations with appropriate bike lane signage and striping. The widening at Location 1 will require the removal of one 8 inch diameter breast height California Valley Oak (Quercus lobata) and one large ornamental Lilac shrub, and the construction of an additional 200 feet of guard rail. Both locations will require existing drainage ditches near the road widening to be reestablished further from the road’s centerline. To increase sight distance for drivers, two hills along Location 2 will also require regrading to accommodate the widened road. In addition, an access road runs parallel to the project site and will need to be relocated to accommodate the road widening. The project will also necessitate one way traffic control and periodic full road closures may take place between the hours of 7 a.m. and 5 p.m. Monday through Friday and beginning at 6:00 a.m. on Saturday through 5:00 p.m. on Sunday, or as approved by the Engineer to facilitate construction operations. In addition to the above mentioned closures, a full road closure for 14 to 16 consecutive days may be required to facilitate construction of the project at Location 2. The road closures will occur along Deer Valley Road between Balfour Road and Marsh Creek Road. A temporary detour will direct traffic to utilize Balfour Road, Route 4 Bypass and Marsh Creek Road to bypass the temporary full road closure. In order to minimize damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed. Real property transactions and utility relocation may be necessary in support of this project. Construction is scheduled to begin spring or summer of 2013 with an estimated 50 working days to completion. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and will jeopardize funding. CHILDREN'S IMPACT STATEMENT: Not applicable.
