FISCAL IMPACT: The security system and access control upgrades will be funded with Federal Aviation Administration grant, State of California Caltrans-Division of Aeronautics grant, and Airport Enterprise Funds. BACKGROUND: On February 15, 2011 the Board of Supervisors approved the Public Works Director to advertise the Buchanan Field Airport Security Upgrades project (DCD-CP #08-91) County Project No.; 4855-4690-SAS-6X5382. The project will upgrade physical security and barrier provisions by installing new vehicular and pedestrian gates and fencing to improve access control to the airport. The upgrades will also include a new security access control system that will provide enhanced security features. BACKGROUND: (CONT'D) of the new access control system provides an opportunity for the Airport staff to consider new security access procedures. Airport staff has conducted research with other airports within the Bay Area and California to identify their security access procedures. Airport staff also researched past, current and expected future security related matters to provide a basis for the recommendations in their staff report. This is the first phase of updating the security program for both airports. It is being implemented first at Buchanan Field Airport due the age of the existing equipment, an FAA grant and the higher activity at the facility. It is anticipated that similar improvements will be made to the Byron Airport at some point in the future. The recommended security access procedures would ultimately apply at both airports when full program implementation is complete. This item was reviewed with the Aviation Advisory Committee during their January, February, March, April and May meetings in 2011. This item was also reviewed with the Airport Committee during their March, April and May meetings in 2011. Both the Aviation Advisory Committee and Airport Committee support these recommendations. CONSEQUENCE OF NEGATIVE ACTION: By not approving these recommendations the existing security practices will remain in place, which are not consistent with industry standards.
