ADOPT Resolution No. 2011/282 regarding the intention of the Board of Supervisors to
align the wages and benefits of County department heads, managers, and unrepresented
employees to be consistent with the terms and conditions of employment reached with
Professional and Technical Engineers, Local 21, AFL-CIO (Local 21) for the period
beginning on July 1, 2011.
FISCAL IMPACT:
This action will allow Contra Costa County to enjoy budget savings with its unrepresented
management employees that correspond to the savings expected to be achieved from the
current labor negotiations with Local 21.
BACKGROUND:
Historically, the wages and benefits granted by the County to its department heads,
managers, and unrepresented employees have paralleled the wages and benefits negotiated
by the County with its various labor organizations. In an effort to continue that tradition and
to share the burden of these difficult economic times, the Board of Supervisors seeks to
declare its intent

BACKGROUND: (CONT'D)
to take the necessary Board action(s) in the future to modify the wages and benefits for
its unrepresented employees to be consistent with the terms and conditions of
employment that will be achieved with Local 21 through the current labor negotiations
for the period beginning on July 1, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If the resolution as described above is not enacted, the County will incur additional costs
in wages and benefits to the unrepresented employees, inconsistent with the wages and
benefits of employees represented by Professional and Technical Engineers Local 21,
AFL-CIO.

2011/282 regarding the intention of the Board of Supervisors to align the wages and
benefits of County department heads, managers, and unrepresented employees to be
consistent with the terms and conditions of employment reached with Professional and
Technical Engineers, Local 21, AFL-CIO (Local 21) for the period beginning on July
1, 2011, as amended today to include the members of the Board of Supervisors.
