ATTESTED: June 28, 2011 David Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: SD. 10 To:Contra Costa County Fire Protection District Board of Directors From:Ted Cwiek, Human Resources Director Date:June 28, 2011 Contra Costa County Subject:Amend Fire Protection District Management Resolution to waive salary increases BACKGROUND: On April 1, 2008, the Contra Costa County Board of Supervisors acting in its capacity as the ex-officio governing Board of the Contra Costa County Fire Protection District adopted Resolution No. 2008/167 approving five wage increases for those Contra Costa County Fire Protection District unrepresented management employees who are designated as “safety” for retirement purposes. The last two of those five wage increases were scheduled to be effective on July 1, 2009 ( 2.5%) and January 1, 2010 (2.5%). On June 23, 2009, the Board adopted Resolution No. 2009/319 deferring the July 1, 2009 wage increase until July 1, 2011 and deferring the January 1, 2010 wage increase until January 1, 2012. On June 20 and 21, 2011, IAFF, Local 1230 ratified a Letter of Agreement with the Contra Costa County Fire Protection District that agreed, among other things, to waive two promised wage increases on July 1, 2011 (2.5%) and another on January 1, 2012 (2.5%). Due to the difficult economic times and poor fiscal condition of the Fire District, the savings achieved with IAFF, Local 1230 need to be shared by the District’s management employees. Further, the waivers of these wage increases are needed in order to maintain the established salary relationships between the District’s managers and its represented classifications. CONSEQUENCE OF NEGATIVE ACTION: The wage increases for classifications identified in Appendix A of Resolution No. 2011/281 would go into effect on the scheduled dates. CHILDREN'S IMPACT STATEMENT: No impact.
