ADOPT Resolution No. 2011/279 approving the Letter of Agreement (LOA) to modify and
extend the term of the Memorandum of Understanding (MOU) between Contra Costa
County Fire Protection District and IAFF, Local 1230 in the following manner:
1. Two previously-agreed-upon wage increases that were scheduled for July 1, 2011 (2.5%)
and January 1, 2012 (2.5%) are waived;
2. A 2.5% wage reduction will be effective on January 1, 2012;
3. An additional 2.5% wage reduction will be effective on July 1, 2012;
4. Two additional salary steps will be added to the bottom of the salary range (5% lower and
10% lower) of each classification in the Fire Suppression and Prevention Unit of Local 1230;
5. The parties will meet and confer beginning on July 1, 2012, to address the issue of
retirement benefits for Local 1230 members;

FISCAL IMPACT:
The combined impact of the proposed wage reductions compared to current contracted
wages for FY 2011/12 is $2.3 million including $510,000 in pension costs. The on-going
projected savings for FY 2012/13 and beyond is $4.7 million including $1.0 million in
pension costs. Additionally, the two steps for new hires will reduce the annual cost of a
step 1 Firefighter by $23,000 (from $131,500 to $108,500). The projected impact is based
upon current staffing levels and FY 2011/12 pension costs. Considering projected
increases to pension costs - actual savings may be greater.
BACKGROUND:
IAFF, Local 1230 began bargaining with Contra Costa County in May, 2011 and reached
Tentative Agreement on June 14, 2011. The attached Letter of Agreement includes the
waiver of two scheduled wage increases, which will result in savings effective July 1,
2011 of 2.5% and January 1, 2012 of 2.5% totaling 5% for all classifications in the Fire
Suppression and Prevention Unit of IAFF, Local 1230.
The IAFF, Local 1230 contract also includes two wage reductions, which will result in
the reduction of wages effective January 1, 2012 of 2.5% and July 1, 2012 of 2.5%,
totaling 5% for all classifications in the Fire Suppression and Prevention Unit of IAFF,
Local 1230.
In addition to waiving contracted wage increases and further decreasing existing salaries
as listed above, the IAFF, Local 1230 contract includes the addition of two new salary
steps to the bottom of the salary range of each and every classification in the Fire
Suppression and Prevention Unit of IAFF, Local 1230, effective upon Board of
Supervisor adoption. The first new step will be five percent (5%) less than the current
bottom step and the second new step will be ten percent (10%) less than the current
bottom step.
The combined impact of these changes compared to current contracted wages, results in
an on-going 10% reduction for all classifications in the Fire Suppression and Prevention
Unit of IAFF as of July 1, 2012 and a 20% reduction in wages and benefits for all new
hires as of that date.
The IAFF, Local 1230 contract also includes a re-opener for automated time keeping and
retirement and deletion of Section 17.5B – Educational Credits from the existing
Memorandum of Understanding.
All other terms of the existing Memorandum of Understanding shall remain unchanged.
CONSEQUENCE OF NEGATIVE ACTION:
The District will fail to receive the savings needed.
