APPROVE County membership in the Bay Area Regional Interoperable Communications
System (BayRICs) Authority with an annual membership fee of $24,500; APPROVE and
AUTHORIZE the Chair, Board of Supervisors, to execute the Joint Powers of Agreement
(JPA) for the BayRICs Authority; and APPOINT Supervisor Gayle B. Uilkema as the
Board of Supervisors' representative and Supervisor Federal D. Glover as the alternate
representative to the Authority.
FISCAL IMPACT:
$24,500, 100% County General Fund - for Agency Membership Fee.
The fiscal objective of the JPA is to reduce monthly mobile broadband costs to public
agencies by establishing a regional broadband system dedicated to governmental entities.

Subject:Bay Area Regional Interoperable Communications System (BayRICS) Project
BACKGROUND:
The Bay Area Regional Interoperable Communication System (BayRICS) is next phase
of linking public safety interoperability systems. BayRICS is composed of the 10 Bay
Area counties and several cities. The BayRICS participants wish to form a Joint Powers
Authority (JPA) to address the challenges of sustaining and managing shared
interoperability assets and enhancing the effectiveness of public safety communications
systems. The BayRICS Authority (Authority) will oversee and implement the next phase
of the strategic plan to create a technologically advanced voice and data interoperability
system throughout the Bay Area region.
Under California law, a JPA is viewed as an independent governmental agency with the
same powers that accrue to one of the member agencies. The BayRICS Board of
Directors will be made up of nineteen (19) representatives selected by their respective
Appointing Authorities. They will represent ten (10) counties, seven (7) cities, the
Governor of the State of California, and one seat at large determined by the BayRICS
Board.
There are four (4) major components of the BayRICS interoperability system. These
components are:
- BayCOMM-- Project 25 (P25) the common air interface interoperability standard
in the 700 MHz narrowband (voice and low speed data), for interoperable voice and
data communications;
- BayWEB-- a Long Term Evolution (LTE), 4th generation, wireless broadband
network dedicated to public safety;
- BayISS-- a Regional Information Sharing sub-system to distribute critical data
such as criminal records, mug shots, vehicle and related data, for real time and
investigative law enforcement activities;
- BayLoop—an advanced digital microwave equipment network, covering the
BayRICS geographical area.
The Authority has determined an annual membership fee of $24,500 for an agency to
become a member in the Authority. Each Authority member may appoint a Director to
the Board. All voting power of the Authority will reside in the Board and each appointed
Director will have one (1) vote. The Authority members will develop and establish the
regional interoperable public safety communication systems.
Membership in the BayRICS Authority will provide representation for the County to
ensure that the UASI (Urban Area Security Initiative) funding allocation for Contra Costa
County is commensurate with other counties or regional groups. As a member of the
BayRICS Authority, Contra Costa County will continue to develop and implement
mission-critical interoperable communications for public safety. BayRICS will enable
first responders to proactively respond and recover more efficiently and effectively to
major intentional or natural events.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County will not participate in large regional planning initiatives, the
development or implementation of regional interoperable voice and data systems beyond
the current East Bay Regional Communications System.
