HomeMy WebLinkAboutMINUTES - 06282011 - C.107RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a non-financial Memorandum of Understanding (MOU) with multiple partners for the East Contra Costa SparkPoint program including mutual indemnification against any claims arising out of the performance of this MOU for the period of May 1, 2011 through April 30, 2014. FISCAL IMPACT: None BACKGROUND: The current partners to the proposed East Contra Costa (ECC) SparkPoint non-financial Memorandum of Understanding (MOU) are Contra Costa County Employment and Human Services Department, Bay Area Legal Aid, Brighter Beginnings, Center for Human Development, Community Housing Development Corporation, Contra Costa County Health Services Department, First 5 Contra Costa, Housing Rights, Inc., Mt. Diablo Adult Education, Opportunity Junction, Stride Center, and United Way of the Bay Area. The ECC SparkPoint mission focuses on providing services that will help families improve credit scores, reduce debt, build income, and build and save assets. The SparkPoint concept is the integration of services, which historically have been delivered independently by service providers. SparkPoint builds upon research indicating that the combined impact of services when they are provided together as an integrated whole is much greater than when those same services are provided by organizations acting independently. Partners to the MOU will provide integrated services and have developed a set of values and core design principles to guide their ongoing interaction and service integration to realize their joint vision and mission. CONSEQUENCE OF NEGATIVE ACTION: East Contra Costa SparkPoint service delivery strategies could not be implemented and integrated service delivery would be curtailed. CHILDREN'S IMPACT STATEMENT: The East Contra Costa SparkPoint program will support three of the community outcomes established in the Children's Report Card: (3) "Families that are Economically Self Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and, (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing support and guidance to families to achieve financial stability.
