ACCEPT the May 2011 update on the operations of the Employment and Human Services
Department, Community Services Bureau, as recommended by the Employment and
Human Services Department Director.

BACKGROUND:
The Employment and Human Services Department submits a monthly report to the Contra
Costa County Board of Supervisors (BOS) to ensure ongoing communications and updates
to the County Administrator and BOS regarding any and all issues pertaining to the Head
Start program and Community Services Bureau.

In effort to ensure ongoing communication with the County Administrator, Board of
Supervisors and Head Start Policy Council and the Economic Opportunity Council, attached is
the Bureau’s monthly report that contains all issues pertaining to the Head Start program,
Community Action and Community Services Bureau (CSB).
Bureau Report
Head Start/Early Head Start Enrollment:
Grantee and Delegate at 100% enrollment
Children with Disabilities: CSB is currently at 8.6% and its Delegate Agency is at
10%.
Personnel/Program Changes:
Caylin Patterson, Administrative Services Assistant III, is moving to EHSD’s Staff
Development Unit as a Staff Development Specialist, effective June 13. In addition,
Stephanie Seaborg, EHS Manager is retiring from CSB this month.
Due to State Budget cuts and the dramatic increase in the last year of facility costs
related to the San Pablo Childcare Center, this center will close effective June 30,
2011 and children will be relocated to nearby centers. Families continuing in our
program after this date are working closely with Comprehensive Services staff to
select their preferred alternate site. CSB has several centers, over 200 slots, within a
few miles of this center that are able to accept these children as transfers.
Additionally, some staff, especially of the younger children, will move with the
majority of their class to Brookside center to provide continuity of care.
In an effort to balance this year’s budget in response to contract reductions in State
and Community Action programs, several cost-saving measures have been put in
place (please see attached memo).
Joe Valentine, EHSD Director, informed the Board Finance Committee in writing on
May 23 that due to budget reductions, Community Services will not proceed with the
two-classroom center at Linus Pauling as previously planned.
Self-Assessment:
Completed for the program year.
Staff Education:
To date: 35% of our teaching staff have their AA degree and 42% have their BA
degree.
Top 3 Outside Referrals/Needs as Indicated by Parents:
Our Family Needs Assessment shows the following as top referrals needed by our
families: (1) Health education; (2) Adult education such as GED programs and
college selection; (3) Parenting education. We address these needs by offering
parents enrichment opportunities such as: cooking/nutrition classes; male

involvement/fathering groups; financial literacy training and child abuse
awareness and prevention training.
Top 3 Child Nutrition Concerns Identified by Assessments:
The following are the top nutritional concerns of CSB children as indicated by our
staff and parents: (1) Overweight; (2) Obesity; (3) Anemia. Our nutritionist works
with parents and center staff to address these issues through diet modification and
center activities.
Budget:
In compliance with Federal regulations, the Bureau submitted the final 2010
Federal Financial Report SF-425 to the Administration for Children and Families
(ACF) for Head Start & Early Head Start programs.
The Head Start and Early Head Start administration costs for 2010 are 13.07% and
12.69%, respectively. Federal regulations require a 15% limitation on costs of
development and administration.
On May 11, 2011, the Bureau received notification from Administration for
Children and Families (ACF) to submit supplemental application amounting to
$1,045,500 to operate Early Head Start services for six months for 170 ARRA
Expansion slots. Supplemental application is due by July 30, 2011.
Bureau Highlights:
In May, staff attended the CHSA Health Institute and attended presentations that
enhanced their knowledge in Health and Nutrition.
In celebration of National Children’s Mental Health Awareness Day, CSB Mental
Health team partnered with site supervisors and educators to provide children with
interactive activities to help them learn how to express and cope with difficult
feelings; to develop emotional regulation and to respect and empathize with their
peers.
In celebration of Teacher Appreciation Day, Teacher appreciation posters were
placed at the sites in full view of families as well as teachers. Many families brought
cards, flowers, and small tokens of appreciation.
School backpacks for the nearly 1400 enrolled children eligible for fall
kindergarten enrollment are being distributed at all our CSB and partner sites. The
backpacks, with the Head Start logo, also contain school supplies such as pencils,
scissors, and paper.
Contra Costa College had a very successful National Association for the Education of
Young Children (NAEYC) Accreditation visit; GM III continues to prepare for their
NAEYC visit.
CSB submitted an application in the amount of $200,000 for State Facilities Repair
and Renovation funding for playground and parking lot improvements.
Satellite phones were deployed to centers as part of disaster preparedness plan.
Assistant Trainee Program: Trainees attended Communicating Service Excellence
training in May. The one-day workshop was geared to clerical staff and focused on

strengthening internal/external customer service skills (satisfying people who
complain and developing effective listening skills and telephone skills).
CSUEB Sociology and Human Development interns completed their service learning
experiences with CSB in May.
The Economic Opportunity Council conducted a Public Hearing to solicit public
input for the 2012-2013 Community Action Plan on May 18th. The hearing was
well attended by community residents, advocates and agencies.
The County Board of Supervisors declared May as Community Action Month and
presented CSB staff with a Board Proclamation. Camilla Rand, Caylin Patterson and
Fred Jackson - EOC Chair, had an opportunity to speak about the successes achieved
by Community action over the past year.
