ACCEPT the 2010 Contra Costa Centre Transportation Survey of the Contra Costa Centre
Association demonstrating compliance of the Contra Costa Centre Association with County
Ordinance Code Chapter 82-32 related to Transportation Demand Management.
FISCAL IMPACT:
No General Fund impact. Costs of operating the Contra Costa Centre Association
Transportation Demand Management Program are paid for by assessments paid by
participating property owners in County Service Area M-31 (Contra Costa Centre
Transportation Demand Management)
BACKGROUND:
The County has required a Transportation Demand Management (TDM) program for the
Contra Costa Centre area since 1986. The requirement is embedded in development
conditions of approval and in County Ordinance Code. The TDM Program is designed to
encourage the use of alternative modes of transportation by employees in the area in order to
mitigate traffic impacts. The Contra Costa Centre Association (CCCA) was formed by area
developer and property owners to jointly implement

the TDM Program. The CCCA has submitted its most recent survey of TDM
Performance to the Conservation and Development Department. The report—the Contra
Costa Centre Transportation Survey 2010—indicates that the use of commute alternatives
has remained above 30%. Alternative mode choices of the approximate 7000 employees
at Contra Costa Centre include:
• Carpool 11.7%
• Vanpool 0.4%
• BART 12.2%
• Bus 2.8%
• Motorcycle 0.3%
• Bicycle 0.9%
• Walk 2.1%
Total 30.4%
CONSEQUENCE OF NEGATIVE ACTION:
The County will not have accepted the 2010 Contra Costa Centre Transportation Survey
of the Contra Costa Centre Association.
