SUBJECT: FIRST AMENDMENT TO JOINT POWERS AGREEMENT WHICH ESTABLISHED
THE EASTERN CONTRA COSTA COUNTY DISPATCH CENTER
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve and authorize the Chairwoman of the Board of Supervisors to execute on behalf of the
County and the named fire districts the First Amendment to the Joint Powers Agreement
which established the Eastern Contra Costa County Dispatch Center.
FINANCIAL IMPACT:
The proposed amendment to the Joint Powers Agreement reduces the cost to the County for its
participation in the Eastern Contra Costa County Dispatch Center (commonly known as the
Delta Regional Communications Center). The proposed new rate of 18.8 percent for the
Sheriff's Department was built into that Department's 1985-86 budget in anticipation of the
approval of the amendment.
REASONS FOR RECOMMENDATION/BACKGROUND:
Through a Joint Powers Agreement, effective September 1, 1981, the Eastern Contra Costa
County Dispatch Center was created which provides police, fire, and emergency response
services to Eastern Contra Costa County. The following agencies currently participate in
the Center: Pittsburg, Antioch, and Brentwood Police Departments; Sheriff's Department;
Riverview, Brentwood, Oakley, Bethel Island, and Byron Fire Districts. Los Medanos College
is not a signatory to the Agreement, but is a user of the service and, thus, pays its fair
share of the costs.
The Agreement provides for allocating the cost of operating the Center to these
participating agencies on the basis of usage and provides for the updating of this
allocation on a periodic basis. Such a review has indicated that the Sheriff's Department's
percentage of usage is now 18.8, as opposed to the previous figure of 23 percent. If the
old figure were still in effect, this activity would add $40,258 to the net County cost of
the Sheriff's Department budget. The First Amendment to the Joint Powers Agreement
summarizes the new allocation schedule.
Your Board is authorized to execute the Agreement on behalf of the County and the named fire
districts. When approved, the Agreement will be forwarded to the other participating
agencies for their approval.
The Operations Committee of the Center, consisting of representatives of the above-named
agencies, has reviewed the proposed First Amendment and :*Ls r ommending its approval.
