APPROVE response to Civil Grand Jury Report No. 1106, entitled "Collaborating proves
Successful" and DIRECT the Clerk of the Board to forward the response to the Superior
Court no later than September 6, 2011.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
On June 8, 2011 the 2010/11 Civil Grand Jury filed the above-referenced report, which was
reviewed by the Board of Supervisors and subsequently referred to the County
Administrator for response. The attached response clearly specifies:
Whether a finding or recommendation is accepted or will be implement;1.
If a recommendation is accepted, a statement as to who will be responsible for
implementation and by what definite target date;
2.
A delineation of the constraints if a recommendation is accepted but cannot be
implemented within a six-month period; and
3.

RESPONSE TO GRAND JURY REPORT NO. 1106:
Collaborating Proves Successful
FINDINGS
1. Grants are not always essential in creating successful collaborations.
Response: Respondent agrees with finding.
2. Collaborations might be an effective means to utilize limited resources and enhance
outcomes, and can be used in a variety of situations.
Response: Respondent agrees with finding.
RECOMMENDATIONS
1. The Board of Supervisors should consider directing the County Administrator and
department heads to identify, and when appropriate create additional collaborative
opportunities between County departments and between the County and other public
agencies that will maximize resources, eliminate duplication and overlap, and improve
outcomes.
Response: The recommendation will not be implemented. This recommendation is
already in place, since the County Administrator and all department heads, including
fiscal and budget staff look for opportunities to collaborate with other County
departments, community organizations, non-profits, and the public on a daily basis as a
routine part of our business practices.
2. The Board of Supervisors should consider including in each department head’s annual
performance plan an element that requires each of them to identify and report on possible
collaborative efforts.
Response: The recommendation has not yet been implemented, but will be immediately.
This recommendation will be implemented as part of the formal performance review
process by the County Administrator, since the Board of Supervisors has delegated to the
County Administrator responsibility for the annual performance review of most
department heads. Resolution #2009/486 outlines the process. The County Administrator
evaluates all aspects of performance, including those related to collaboration.
CONSEQUENCE OF NEGATIVE ACTION:
Formal response to the Grand Jury will not be given by the Board of Supervisors.
