HomeMy WebLinkAboutMINUTES - 06282011 - C.100RECOMMENDATION(S): AUTHORIZE a letter of authorization from the Chair of the Board for the submittal of four programs to the California State Association of Counties' 2011 Challenge Awards, as recommended by the County Administrator. FISCAL IMPACT: The entry fee is $50 for each submittal. Contra Costa is submitting four programs for consideration. The entry fee is paid out of the County Administrator Office’s budget. BACKGROUND: In May, the California State Association of Counties (CSAC) invited counties to enter their 2011 Challenge Awards competition. The program is intended to recognize the innovative and creative spirit of county governments, who look to find new and effective ways of providing programs and services to their constituents. The deadline for entry is a postmark of June 30, 2011. CSAC will also be presenting special awards that are open to all population categories for the entry or entries that judges find to be the most innovative, and have the most potential for replication by other counties. Challenge Awards will be presented in person in the recipient’s county. Merit Awards will be mailed. CSAC will publish a Challenge Awards Directory spotlighting all entries received. It will be distributed at the CSAC Annual Meeting and mailed to all county supervisors, administrators, department heads and entry contacts. Award recipients will also be featured on CSAC’s Web site at BACKGROUND: (CONT'D) www.csac.counties.org. In the event that a multi-county application is honored, each county will receive an award. Contra Costa County will submit the following four applications for the 2011 CSAC Challenge Awards: 1. Probation Department's Girls in Motion Program: Opened in 2010, the Girls' in Motion Program provides secure, safe and rehabilitative treatment in a structure environment for young females involved in the Juvenile Justice system. Positive change and personal growth are accomplished through individualized treatment plans, individual counseling and group programming focused on strengthening pro-social values/attitudes and restructuring anti-social behaviors. While in the program girls work closely with their Deputy Probation Officer and Probation Counselor as well as participate in Aggression Replacement Therapy, Girls' Circle, Life Skills, Job Tech, Personality Theory, Street Justice, and Religious Guidance. 2. Reaching for a Paperless Board of Supervisors: Local government agencies have been working for some time to reduce their dependence upon paper for endless stacks of reports, maps, documents and other necessary items, but Contra Costa County has taken it a step further than simply digitizing a paper product. Working with the County Administrator’s Office, the Department of Information Technology has saved more than a few forests of trees by streamlining the agenda system, integrating a state of the art software solution to manage the information and providing Board members with iPads rather than several feet of paper reports for each meeting. The return on investment was realized quickly, and the efficiencies continue to unfold for Contra Costa County. 3. Juvenile Hall Library Artists in Residence Program: The Artists in Residence program is a replicable, model arts program that serves to teach, support, and inspire incarcerated teens in their creative pursuits. For many of the youth, this program gave them their first opportunity to seriously explore the arts. The program was held for 4-5 weeks in each of nine living units and provided 279 programs for teens. As a result of this program, works of poetry, spoken word pieces, and visual artworks were created by the teens, and their efforts are currently on display throughout the county. 4. Snap & Go: QReative Mobile Library Service: Snap & Go is a mobile patron support system that utilizes QR (Quick Response) codes to deliver library materials and service to customers with mobile phones. This unique system offers downloadable eBooks and audiobooks, virtual museum passes, and interactive reference service to satisfy the reading and information needs of Contra Costa County residents at times when their local community libraries are closed or when they cannot visit a library building. Through Snap & Go, the Contra Costa County Library has expanded its service access points to anywhere a two-inch QR code can be placed and is meeting its goal of making Library services relevant to the community – where they are and when they need them. services relevant to the community – where they are and when they need them. CONSEQUENCE OF NEGATIVE ACTION: If the County does not submit for an award, its programs will not receive due consideration and recognition from CSAC.
