APPROVE the bid documents , including plans and specifications, for the Bi-Level Lighting Project for the parking lot of the Pittsburg Health Center, 2311 Loveridge Road, Pittsburg. 2. AUTHORIZE the General Services Deputy Director, or designee, to advertise for bids to be received July 14, 2011, and to issue bid Addenda, as needed, for clarification of contract bid documents, provided the involved changes do not significantly increase the cost estimate for the initial construction contract. FISCAL IMPACT: Funding is from PG&E's Energy Efficiency Retrofit Loan Program. The PG&E energy Efficiency Retrofit Loan Program is a zero percent interest loan for construction costs paid for with annual energy savings not to exceed 10 years. The project replaces the lamps with longer lasting high efficiency LED lamps combined with high and low level controls to provide lighting as needed. This saves energy two ways: by converting to a more efficient light source and by controlling lighting more intelligently. The estimated electricity consumption will be reduced by more than 50% with annual utility savings of $20,653. Based upon the estimates of $159,390 project cost and $20,653 annual electricity savings, PG&E's Energy Efficiency Retrofit Loan Program would finance the project cost over 93 months (7.7 years) at 0 % interest. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, the County will continue to pay for energy inefficient lighting at the Pittsburg Health Center. CHILDREN'S IMPACT STATEMENT: Not applicable.
