September 18, 1985 C`„^' L7 SUBJECT: Authorizing Contract Negotiations for JTPA Title II-A "Non-Traditional Jobs Project" Support Contracts with Three (3) Prospective Service Providers SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to conduct contract negotiations with three (3) proposed Service Providers (Contractors) listed below, to provide eligibility/training referral and support services under Title II-A of the Job Training Partnership Act (JTPA) for JTPA-eligible applicants referred by "Non-Traditional Jobs Project", for the term beginning October 1, 1985 and ending June 30, 1986, and subject to approval by County Counsel as to legal form: Contractors Service Area Maximum Contract Payment Limit 1. City of Pittsburg East County $1,500 2. Worldwide Educational West and Central County 3,000 Services, Inc. 3. United Council of Far East County 500 Spanish Speaking Organizations, Inc. II. FINANCIAL IMPACT: None. 100 percent federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: A project to develop strategies for the enhancement of placements of JTPA eligible women in non-traditional jobs was developed by the Board's Advisory Committee on the Employment and Economic status of women. Said Committee also makes employment program recommendations to the County's Private Industry Council (PIC). VQY M382/7-83 DEPUTY -z- By its actions on October 15, 1984 and November 19, 1984 the PIC allocated $30,000 in JTPA-6% Incentive funds to provide "training services" for JTPA eligible participants of the "Non-Traditional Jobs Project". These funds are to provide direct training costs (tuition, books and/or support services) as well as to provide necessary eligibility, referral and job placement services (provided by contracts referenced above). Provision of employment and training services for Job Training Partnership Act (JTPA) Title II-A eligible participants who are enrolled in the "Non-Traditional Jobs Project" was initially incorporated into the County's JTPA Job Training Plan under Title II 6% Incentive Funds by Board Order of December 11, 1984 and was continued under the JTPA Job Training Plan for Program Year 1985 approved by the Board's Order of May 14, 1985. These contracts will provide JTPA services/training referral for approximately 10 JTPA-eligible participants. This project has been approved by the PIC. a/a,. Recommended Action: That the Board Authorize the, Board Chairwoman to execute and submit certain closeout documents for the County's Private Industry Council (PIC) Title II-A 8% State Education and Grants Project (Cooperative Agreement #84-06-03770-N356) for the period of January 1, 1984 through April 30, 1985, to the State Job Training Partnership Office (JTPO) . II. Financial Impact: None. 100 percent federal funds. III. Reasons for Recommendation/Background: In January, 1984 the County, as Service Delivery Area, was awarded certain JTPA II-A 8% funds which were incorporated by modification to the County's two year plan FFY 1983-1984 (County 19-8030-0). This modification incorporated the following JTPA Title II-A 8% funds: Contra Costa Supt. of Schools $64,689.00 Classroom Training ROP Program for 23 Youths Contra Costa Supt. of Schools $42,408.82 Tryout Employment Service NYC Program to 85 Youths San Ramon Valley Unified $19,767.65 Counseling Pre-Employment School District Skills for 48 Participants Acalanes Unified High $29,874.53 Classroom Training Basic Educ. School District On-the-Job Training for 50 disabled High School Seniors Administration $ 5,000.00 $1619740.00 The herein requested Action is in response to the States request that the 8% SECG Closeout package be completed and submitted to the State by October 25, 1985. STEAK 44132 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County, standard form Contract #19-7054-0 with Lafayette Steaks DBA MR. STEAK 4132, Lafayette, CA, to provide a combination classroom and on-the-job training (OJT) program in food service under Title II-A of the Job Training Partnership Act (JTPA), for handicapped in-school youths residing in Contra Costa County, excluding the City of Richmond, for the term beginning September 10, 1985 and ending June 30, 1986, in the amount of $23,092, and subject to approval by County Counsel as to legal form. II. FINANCIAL IMPACT: None. 100% federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: By its Order dated September 10, 1985, the Board authorized contract negotiations with MR. STEAK for the above-mentioned terms and services. These negotiations have been completed. Contractor to serve approximately twelve (12) participants.
