Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #74–220–10 with Seneca Residential and
Day Treatment Center for Children, a non-profit corporation, effective May 1, 2011, to
amend Contract #74–220–9, to increase the payment limit by $378,601, from $1,267,801 to
a new payment limit of $1,646,402, with no change in the original term of January 1, 2011
through June 30, 2011, and to increase the automatic extension payment limit by $378,601,
from $1,267,801 to a new payment limit of $1,646,402, with no change in the term of the
automatic extension, through December 31, 2011.
FISCAL IMPACT:
This Contract is funded 37% by Federal FFP Medi-Cal, 23% by State Early and Periodic
Screening, Diagnosis and Treatment (EPSDT), and 40% by the Mount Diablo Unified
School District. (No rate increase)

BACKGROUND: (CONT'D)
with Seneca Residential and Day Treatment Center for Children for the period from January
1, 2011 through June 30, 2011, which included a six-month automatic extension through
December 31, 2011, for the provision of school and community based mental health
services for Seriously Emotionally Disturbed (SED) students in the Mt. Diablo Unified
School District (MDUSD) and their families.
Approval of Contract Amendment Agreement #74–220–10 will allow the Contractor to
provide services to additional SED children, through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, County’s SED clients within the MDUSD may not
receive the treatment services required under the Federal IDEA Act, and may require
treatment at higher levels of service.
CHILDREN'S IMPACT STATEMENT:
This school-based collaborative program supports the following Board of Supervisors’
community outcomes: “Children Ready for and Succeeding in School”; “Families that are
Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of
Life for Children and Families”. Expected program outcomes include an increase in positive
social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
