APPROVE and AUTHORIZE the Department of Conservation and Development Director,
or her designee, to execute a retainer contract with R3 Consulting Group with a payment
limit of $100,000, for a contract period from July 1, 2011 to June 30, 2013, for technical
assistance related to the County's solid waste & recycling collection franchise agreements.
FISCAL IMPACT:
No impact to the General Fund. The cost for these services will be paid for with solid
waste/recycling franchise fee revenue.
BACKGROUND:
The County has four existing solid waste and recycling collection franchise agreements,
which involve periodic activities that Department of Conservation and Development (DCD)
staff need assistance with from persons with specialized expertise. The Department has
worked with another consultant, NewPoint Group, for more than a fifteen year period and
finds them competent and professional. However, due to a planned increase in the work load
with the implementation of performance audits, feasibility studies, and more frequent rate
reviews, the Department recommends bringing on a second consulting firm. The

Collection Franchise Agreements
Department believes R3 Consulting Group has additional experience and expertise and will
compliment the work performed by NewPoint Group. The proposed retainer contract with
R3 Consulting Group will provide DCD staff with financial, technical and professional
consulting services needed to conduct analysis and studies related to the County's collection
franchise agreements. Under this contract, R3 Consulting Group would be on retainer to
provide specialized consulting services on an as needed basis at the direction of DCD. The
services to be provided would include, but not necessarily be limited to:

Reviewing and analyzing Rate Applications and supporting financial documentation
submitted annually by franchise haulers, pursuant to the County's Rate Setting Process &
Methodology Manuals approved by the Board
Updating and revising the County's Rate Setting Process & Methodology Manuals
Evaluating collection service efficiencies and other factors related to haulers performance,
as provided for in the County's franchise agreements
Conducting Feasibility Studies related to existing or potential collection programs,
services or activities
Assisting with negotiations and/or solicitation processes
Securing this consultant support now will help the County adhere to the timelines
established for the review and approval of rate review applications submitted by haulers
during this two-year period.
CONSEQUENCE OF NEGATIVE ACTION:
The County would not have access to the technical assistance needed to thoroughly review
and analyze rate applications and supporting financial documentation in order to determine
appropriate recommended rate changes. Additionally, the County would not have access to
the assistance needed to conduct technical studies related to collection services and
operations (e.g. efficiencies) as provided for in the County's franchise agreements. An
alternative to on-call contracts would be to approve contracts for individual rate review
applications as they are anticipated to occur in the future. In the past, the contracting process
has caused delays in reviewing these applications.
