APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute two contracts
totaling $259,591 with the West Contra Costa Unified School District: one to pay the
County an amount not to exceed $48,018 for the three-month period April 1 through June
30, 2011, and one to pay the County an amount not to exceed $211,573 for the period July
1, 2011 through June 30, 2012, to provide one School Resource Officer position.
FISCAL IMPACT:
No County Costs. $259,591.00, Revenue. Budgeted.
BACKGROUND:
On May 10, 2011, the Board approved the Sheriff’s Office request to execute a contract
with the West Contra Costa Unified School District, to pay the County an amount not to
exceed $211,573 for one School Resource Officer position for the period April 1, 2011
through March 31, 2012. However, the School District Board did not approve the term of
the contract. We are subsequently requesting approval for two (2) separate Contracts, per
the School District's request. The Contract has been separated in order to provide services
for the remainder of the current fiscal

BACKGROUND: (CONT'D)
year and to align the following contract term with the new fiscal year.
The Sheriff's Office has been providing a School Resource Officer to the West Contra Costa
Unified School District since spring-2006 with primary attention at the Crespi Middle
School and North Campus Middle School. The presence of the School Resource Officer
impacts crime rates such as vandalism, drug and alcohol abuse, and gang violence on school
grounds. Further, the School Resource Officer provides security, protection, and safety for
students and staff. The School Resource Officer will develop and maintain comprehensive
safety plans and strategies aimed at reducing campus crime, improving attendance, and
providing a safe, secure, and peaceful school environment. The presence of the School
Resource Officer has proved to be a benefit to the school, students, parents, and the
community.
