HomeMy WebLinkAboutMINUTES - 06282011 - C.45RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 20949 to cancel one (1) vacant 40/40 Accounting Technician (JD7A) (represented) position #12316 and add one (1) 40/40 Accountant I (SAWA) (represented) position at salary level ZB5 1332 ($3995 - $4856) in the Department of Conservation and Development (DCD). FISCAL IMPACT: Upon approval, this action will result in an annual net cost of approximately $4,158. Of this amount, $988 is attributable to retirement costs. The additional costs of $4,158 will be offset by savings generated from filling a budgeted Accountant III position at the Accountant I level, last May. The annual savings generated by this lower level appointment is expected to be $15,925, enough to cover the additional costs of this P300. Land development fees will be used to fund this position; no general funds will be used. BACKGROUND: The Department of Conservation and Development’s Business Operations Unit lost three (3) seasoned accounting staff last March, due to retirements. With the growing demand for higher level accounting work brought about by federal and state grant reporting, plus the anticipated goal of the Department of Conservation and Development to shift all staff, to department-wide program accounting/time allocation reporting next fiscal year, it is more appropriate to hire at the Accountant I level. CONSEQUENCE OF NEGATIVE ACTION: Delays in hiring an Accountant may impede the Business Operations Unit's ability to promptly respond to the growing and complicated fiscal work, audit requirements associated with various grants, as well as cause delays in shifting all program staff to time allocation reporting.
