ADOPT Position Adjustment Resolution #20941, to add four (4) Registered
Nurse-Advanced Level (VWXE) (represented) positions at salary level L32 1878
($8,270-$8,477) and one (1) Licensed Vocational Nurse (VT7G) (represented) position at
salary level QBX 1287 ($3,811-$4,867) in the Health Services Department. (ARRA Funds)
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of $749,671.94 and will be
completely funded by American Reinvestment and Recovery Act (ARRA) of 2009 Funds.
This action will result in no net County Cost.
BACKGROUND:
The Health Services Department is requesting the addition of these position in order to
comply with the American Reinvestment and Recovery Act of 2009.
Provisions under the ARRA have made available Federal and State funding to health care
organizations and hospitals that provide services to Medicare and Medicaid beneficiaries to
assist in the adoption and implementation of "certified electronic

BACKGROUND: (CONT'D)
health record technology", replacing paper medical records by 2014 (H.R. 1, 111th Cong.
§§ 4001-4201 (2009). After full implementation and evaluation, staffing levels will be
reviewed and adjusted to the new processing environment.
The electronic medical records will be used by physicians, nurses, and other health care
personnel. Development of the system is a clinically driven process that requires
clinicians to "build" and test the various modules based on the manner in which patient
care is delivered.
CONSEQUENCE OF NEGATIVE ACTION:
Adding these positions and recruitment of personnel is critical in order to secure Federal
and State funding, to meet target implementation time-frames, and to comply with
Federal mandates to prevent any reductions in Medicare reimbursements.
