APPROVE and AUTHORIZE the transfer of $700,000 in appropriations to Capital Projects
for the purchase of a replacement HVAC (Heating/Ventilation/Air Conditioning) system,
windows, roof repairs and other various capital projects for the 30 Douglas Drive building
which houses the County’s data center.
FISCAL IMPACT:
100% offset by user fees. Funds were budgeted for this purpose in the FY 2010/2011 and
now appropriations need to be moved to the Capital Projects fund to cover these various
Capital Projects.
BACKGROUND:
The County’s data center was built in 1988. In a Facility Condition analysis report done in
2007 it was recommended that the County replace the buildings HVAC system, windows
and perform numerous other various Capital Projects. According to this report, “The HVAC
system has far exceeded their statistical life cycle and are becoming increasingly unreliable.
A complete redesign and replacement of the HCAC system was recommended.” These

BACKGROUND: (CONT'D)
will improve the efficiency of the building and should reduce utility costs.
Information Technology needs to replace this equipment to insure the data center’s
successful operation and support for the County computer and phone systems that
Information Technology operates.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, risk of various building systems breaking down without an immediate
solution could cause delays or shutdown of major County computer and phone system
operations.
