Spooner, Contracts Administrator Costa DATE: September 19, 1985 I. ou* SUBJECT: Approval of Standard Agreement X129-321 with the State •JIJtJ Emergency Medical Services Authority SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairwoman to execute on behalf of the County, Standard Agreement 29-321 with the State,Emergency Medical Services Authority in the amount of $111,375 for the period June 25, 1985 - June 24, 1986 for a Regional Trauma Registry. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $111,375 of State funding for a Regional Trauma Registry. State law requires a local match for funds. Alameda, .Napa, San Francisco, and Santa Clara Counties have pledged $24,250 each of in-kind match for this project. Contra Costa County's in-kind share is $27,250. The $3,000 additional in-kind contribution by Contra Costa County consists of surplus office equipment to be used by project staff. This equipment is available in the Health Services Department . Each county will provide administrative and staff support, use of equipment, materials and supplies, and a micro computer. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On May 24, 1985 the Health„ Services Department submitted to the State Emergency _ Medical Services Authority, contingent upon approval by the Board of Supervisors, a proposal for a regional trauma registry for Bay Area Counties . On July 22, the Department was advised that the proposal was accepted for funding by the State. A regional trauma registry will provide Contra Costa and the other Bay Area counties with a source of data collection and analysis for the tablishment and ongoing monitoring of a local trauma system. It will further provide a system for evaluation of trauma centers performance, as required in the proposed regulations for trauma systems implementation. A regional approach reduces the duplicative . efforts of the Bay Area counties and the possibility of different standards being established. A regional approach is cost effective, efficient, and provides the means to promote research in trauma care. Contra Costa County Emergency Medical Services staff will contribute to the trauma registry project by assisting in the planning, pre-hospital data collection, training of pre-hospital and hospital personnel, and evaluation of the effec- tiveness of the registry. With the exception of Marin County, which abstained, the Bay Area Regional Emergency Medical Services Council has endorsed this project and its members will participate in the planning and development. This contract has been approved as to legal form by County Counsel's Office. The Board Chairwoman should sign nine copies of the contract, eight of which should then be returned to the Contracts and Grants Unit for submission to the State Emergency Medical Services Authority.
