BACKGROUND: On November 5, 2010, the County’s Auditor-Controller issued a report in response to several citizen allegations concerning the administration of the Keller Canyon Mitigation Fund (KCMF). Glover, District V Supervisor Date:June 28, 2011 Contra Costa County Subject:APPOINT KHURRAM SHAH TO THE KELLER CANYON MITIGATION FUND REVIEW COMMITTEE AS THE BAY POINT CHAMBER OF COMMERCE SEAT administration of the Fund. On February 7, 2011 the Auditor-Controller presented their report to the Finance Committee (Committee), and on April 4, 2011 the Committee considered recommended actions developed by the Department of Conservation and Development. The Committee directed staff to return on May 2, 2011 with further information and analysis on a couple of the recommended actions. At the same time, the Committee directed staff to forward the recommendation to change the composition of the KCMF Review Committee to the Board of Supervisors for approval. The Finance Committee recommended that the KCMF Review Committee consist of the following individuals: BACKGROUND: (CONT'D) District V Supervisor, District V Chief of Staff (or other person assigned by the Supervisor) A representative of the Bay Point Municipal Advisory Committee (MAC) to be appointed by the Bay Point MAC A Principal (or other senior school official) from a school located in the Bay Point area A representative from the Bay Point Chamber of Commerce. The representative from a school located in Bay Point and the representative from the Chamber of Commerce are appointed by the Board of Supervisors. On April 12, 2011, the Board of Supervisors approved the formation of the Keller Canyon Mitigation Fund Review Committee and directed staff of the Conservation and Development Department to advertise the request for members. This appointment is to fill the Bay Point Chamber Member seat. CONSEQUENCE OF NEGATIVE ACTION: Not approving the appointment would result in a delay in when the FY 2011/12 KCMF application process can begin. CHILDREN'S IMPACT STATEMENT: Individual projects to be approved at a later date by the Committee could have an impact on children's services in the target area.
