ADOPT Resolution No. 2011/275 approving deposit of $100,000 by the Contra Costa
County Flood Control & Water Conservation District (FC District) to the Flood Control
Revolving Fund and approving a loan from the Flood Control Revolving Fund in the
amount of $100,000 to Flood Zone 9 for completing a project on Pinole Creek, Pinole area.

FISCAL IMPACT:
There is no fiscal impact to the General Fund. Funds are deposited by the FC District into
the Flood Control Revolving Fund and loaned from the Flood Control Revolving Fund to
another drainage entity. The borrowing drainage entity agrees to pay the loan principal and
interest over a ten-year period.
BACKGROUND:
The FC District partnered with the U.S. Army Corps of Engineers (ACOE) in the 1960’s to
construct improvements on Pinole Creek to increase its flood-carrying capacity between
Interstate Highway 80 and San Pablo Bay. Several years ago, the City of Pinole (City), the

BACKGROUND: (CONT'D)
FC District, and the Friends of Pinole Creek led a community-based planning process to
develop a vision for the Pinole Creek watershed. As a result of the visioning process, the
City adopted a master plan for restoration of Pinole Creek: the “Pinole Creek Greenway
Restoration Plan.” In 2007, the City received a $2.6 million River Parkways grant from
the State Resources Agency for environmental restoration and recreational enhancement
of a portion of Pinole Creek. The FC District supported the creek restoration as a
demonstration project to generate public interest in approving a municipal finance
measure to further creek restoration and to fund perpetual maintenance of the creek. A
portion of the Pinole Creek Demonstration Project (Project) was completed this spring,
providing increased flood protection, riparian habitat, and a recreational trail.
FC Zone 9 does not have sufficient funds within the Pinole Creek watershed for the
Project and must borrow funds from the FC District in order to complete the Project,
including construction cost increases, right of way work, and a portion of the annual
maintenance cost.
CONSEQUENCE OF NEGATIVE ACTION:
If the proposed deposit and loans are not approved, the FC District will lose an
opportunity to limit flooding along Pinole Creek. The FC District will lose an opportunity
to garner the support of Pinole citizens for long-term funding of maintenance for Pinole
Creek if the Project does not proceed.
