HomeMy WebLinkAboutMINUTES - 06282011 - C.04RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement with Drake, Haglan, and Associates, Incorporated in the amount of $389,000, to provide structural engineering services in preparing plans, specifications, and estimates for the replacement of the San Pablo Avenue at Rodeo Creek Bridge for the period of June 28, 2011, to December 31, 2014, Rodeo area. (Project No. 0662-6R4005) FISCAL IMPACT: The Consulting Services Agreement allows for a payment limit of $389,000 for design services and construction support, funded by the Federal Highway Bridge Program (88.5%) and Local Road Funds (11.5%). BACKGROUND: San Pablo Avenue at Rodeo Creek Bridge was originally constructed in 1918. The north side of the bridge was widened in 1928 and in 1948 the south side was widened giving the structure a curb-to-curb width of 50 feet. As a result of its age, the bridge is coming to the end of its service life. Temporary detours for through traffic will be required on adjacent local streets. San Pablo Avenue at Rodeo Creek Bridge is eligible for federal funds under the Federal Highway Bridge Program (HBP) and the County has received approval for the bridge to be included in the HBP. Federal HBP funds will provide the majority of the funding for the bridge design services, with Local Road Funds providing the local match. The County has successfully negotiated with Drake, Haglan, and Associates, Incorporated to provide the design services. As part of the design services, Drake, Haglan, and Associates will provide plans, specifications, estimates, and structural calculations. CONSEQUENCE OF NEGATIVE ACTION: If this Consulting Services Agreement is not approved, the replacement of San Pablo Avenue at Rodeo Creek Bridge will be delayed and the project could lose federal funds.
