APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
as a member of the Bay Area Cash Assistance Program for Individuals (CAPI) Consortium
to execute a non-financial agreement with San Mateo County, to administer the CAPI
program, including mutual indemnification against any claims arising out if the performance
of this agreement for the period of July1, 2011 through June 30, 2014

BACKGROUND:
A multi-county consortium including Alameda, Contra Costa, Marin, Merced, Monterey,
San Mateo, Santa Cruz, Solano, Sonoma, and Stanislaus counties administers the Cash
Assistance Program for Individuals (CAPI) to provide cash assistance to aged, blind, and
disabled legal immigrants who are not eligible for Social Security Income/State
Supplementary Payment (SSI/SSP) benefits solely due to their immigrant status.
The County of San Mateo is the lead county of the Bay Area CAPI Consortium

BACKGROUND: (CONT'D)
The Consortium counties will accept the initial CAPI application from the client and
forward the application to San Mateo County for processing, whereupon San Mateo County
will determine client eligibility. San Mateo County will process CAPI payments to eligible
immigrants.
The State of California reimburses San Mateo County for CAPI payments made to eligible
individuals and in the event of an impasse in the State of California budget, during which
time the State cannot make advance payments of CAPI funds, San Mateo County will issue
CAPI payments to eligible recipients, subject to available funding. If San Mateo County
issues payments utilizing San Mateo County funds to Contra Costa County clients, the
Contra Costa County (CCC) Employment and Human Services Department (EHSD), as a
Consortium member, will reimburse San Mateo County for funds expended in support of
Contra Costa County EHSD CAPI clients.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County would not continue to participate in the Bay Area Cash Assitance
Program for Individuals. consortium
CHILDREN'S IMPACT STATEMENT:
This agreement supports two of the community outcomes established in the Children's
Report Card, 4) "Families that are Safe, Stable, and Nurturing", and 5) "Communities that
are Safe and Provide a High Quality of Life for Children and Families" by providing cash
assistance to aged, blind, and disabled legal immigrants who are not eligible for
Supplemental Security Income/State Supplementary Payments (SSI/SSP) solely due to their
immigrant status.
