FISCAL IMPACT: $221,000 Options For Recovery Funding: County 30% ($66,300), State 70% ($154,700). No Federal Funds. The goal of the respite program under the State Heritage Project, Options for Recovery Program, is to provide comprehensive, high quality in-home and out-of-home respite services to support the relative caregivers and foster parents in their full-time role as caregivers. Although FSSBA supports foster caregivers throughout Contra Costa, most of these caregivers with drug-exposed children are located primarily in Richmond (West) and Pittsburg (East). Respite services are available 24-hours a day, seven days a week. This contract amendment will add $65,000 in additional funding and extend the term by 4 months to allow EHS Children and Family Services time to complete a Request for Proposal. (21-004-32). CONSEQUENCE OF NEGATIVE ACTION: Respite services will not be available to relative caregivers and foster parents of drug-exposed or medically fragile children. CHILDREN'S IMPACT STATEMENT: Respite services support four of Contra Costa County’s community outcomes: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families.” Respite services may be used during times of crisis when a caregiver needs to be away from home or when parents or relative caregivers must pursue other activities that temporarily take them away from children whose special needs require ongoing care.
