APPROVE and AUTHORIZE the Director of Human Resources or his designee to execute
a contract amendment and extension agreement with AppleOne Staffing Services effective
July 1, 2011 through October 21, 2011 and to increase the payment limit by $500,00 from
$2,000,000 to a new payment limit of $2,500,000, and to execute a contract extension
agreement with Kelly Staffing Services effective July 1, 2011 through October 21, 2011
with no change in contract payment limit.
FISCAL IMPACT:
The fiscal impact to the AppleOne Staffing Services contract is $500,00 from $1,500,000 to
2,000,000 for the period July 1, 2011 through October 21, 2011. There is no fiscal impact to
the Kelly Staffing contract. The costs associated with these contracts is borne by the
operating departments that utilize the services. These is no increase in the fees of these
contracts.

Subject:Contract Extension Agreements with AppleOne Staffing Services and Kelly Staffing Services
BACKGROUND: (CONT'D)
issued in 2009 and resulted in a bid protest. Since that time, staff of the Human Resources
Department has been reviewing, revising, and improving the procedures to assist vendors in
providing complete clarity about the bid issuance and selection process. While this review
has taken significantly longer than anticipated, it is expected that the revised Request for
Proposal that will be issued at the end of June 2011 will provide vendors with the additional
information they need to complete the RFP.
Input was solicited from those agencies that submitted a bid from the prior RFP process,
and careful consideration has been taken to incorporate their comments and suggestions to
improve the process.
In order to ensure that operating departments continue to have access to the services of
agency temporary employees, short-term contract extensions with the current contracted
temporary help services providers are necessary.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, the loss of these services will have a negative impact on operating
departments that currently utilize Contracted Temporary Help Services.
