APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with Melissa Caine-Huckabay in an amount not to exceed $104,000 to
provide Consulting Services for Zero Tolerance for Domestic Violence Initiative for the
period July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
$104,000: 100% Federal Department of Justice Grant (CFDA#16.020)
BACKGROUND:
Melissa Caine-Huckabay was selected through the competitive bidding process to provide
consulting services for the Zero Tolerance for Domestic Violence Initiative to establish a
Family Justice Center in Richmond.
The Zero Tolerance for Domestic Violence Initiative (ZTDV), an initiative of the Contra
Costa County Board of Supervisors, recently received a grant from the Family Justice
Center Alliance to establish a Family Justice Center (FJC) in Richmond,

BACKGROUND: (CONT'D)
California. The family justice center is the co-location of multiple professionals who work
together to provide coordinated services to victims of domestic violence, sexual assault,
child abuse and human trafficking and their families. Identified as a best practice by the
United States Department of Justice, outcomes achieved in the FJC model include: reduced
homicides; increased victim safety; increased autonomy and empowerment for victims;
reduced fear and anxiety for victims and their children; increased efficiency and
coordination among service providers.
CONSEQUENCE OF NEGATIVE ACTION:
Employment and Human Services will be unable to provide these much needed services.
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children’s Report
Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy
and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families,” by providing services
to prevent domestic violence within the family.
