Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #25–051–9 with Neighborhood House of North Richmond, a
non-profit corporation, in an amount not to exceed $120,675, to provide substance abuse
treatment services to County’s homeless clients, for the period from July 1, 2011 through
June 30, 2012.
FISCAL IMPACT:
This Contract is funded 100% by Federal Substance Abuse/Mental Health Services
Administration (SAMHSA). (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing
SAMHSA-required alcohol and drug abuse treatment services, including residential
treatment, intensive day treatment, and detoxification services to homeless individuals at
Brookside Shelter.
On June 15, 2010, the Board of Supervisors approved Contract #25–051–8 with

Approval of Contract #25–051–9 will allow the Contractor to continue providing services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, homeless individuals at Brookside Shelter will not receive
the substance abuse treatment services provided by Contractor.
