Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #25–046–12 with Shelter, Inc., of Contra Costa County, a
non-profit corporation, in an amount not to exceed $106,151, to provide support services for
Contra Costa County Health, Housing and Integrated Services Network (HHISN) clients,
for the period from July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
This Contract is funded 59% by Federal Substance Abuse/Mental Health Services Act
(SAMHSA) and 41% by budgeted County General Funds. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing support services
to County residents that are homeless and have a diagnosis of mental illness or a
dual-diagnosis of mental illness and substance abuse.
On June 15, 2010, the Board of Supervisors approved Contract #25–046–10 (as amended

BACKGROUND: (CONT'D)
Amendment Agreement #25–046–11) with Shelter, Inc., of Contra Costa County for the
period from July 1, 2010 through June 30, 2011, for the provision of support services for
Contra Costa County Health, Housing and Integrated Services Network (HHISN) clients.
Approval of Contract #25–046–12 will allow the Contractor to continue providing services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s HHISN clients will not receive these homeless
support services.
